Ad targeting
Contents
Ad targeting on Instagram is how advertisers choose the types of people who can see their ads, using characteristics such as interests, age and location within Meta’s restrictions1. For creators buying ads, that eligible audience is not the same as the people actually reached: Meta’s research describes a system that delivers ads to only part of the eligible audience when opportunities to show them arise on Facebook or Instagram2. People can adjust their ad topic preferences, give feedback on ads and use Instagram’s “Activity from other businesses” control to adjust how ads are shown using that information3. Meta’s Newsroom announced in January 2023 that, beginning that February, teen advertising would use only age and location, excluding gender and engagement within its apps4. In October 2025, Mosseri explained that advertisers can share information about visitors to their websites with Instagram, so someone who views a product on a website may then receive an ad that the advertiser paid to show them5.
Choosing an eligible audience
For Instagram ad targeting, Meta’s Newsroom gives basketball as an example of an interest an advertiser might select when choosing an audience1. A Meta patent describes advertiser-selected conditions that identify potential recipients through profile information, actions or connections with other people or items in a social networking system6.
Activity data and personalization controls
For Instagram ad targeting, Mosseri explained in October 2025 that advertisers can share information about website visitors, giving the example of someone viewing a product and that advertiser paying to reach the person with an ad5. Instagram’s Help Center connects this kind of personalization to a control called “Activity from other businesses,” which lets people adjust how ads are shown using that information3. In November 2024, Meta’s Newsroom explained that the less personalized advertising option for Facebook and Instagram in Europe uses drastically reduced data and can produce ads that are less relevant to a person’s interests7.
How it has changed
- 2015

Instagram’s self-service ads had rolled out in all countries offering Facebook ads, allowing advertisers to use the same targeting available on Facebook8.
- 2021
July
Meta’s Newsroom announced that targeting people under 18, or older in certain countries, on Instagram, Facebook and Messenger would be limited to age, gender and location, removing interest-based and outside-activity targeting1.
August
Meta’s Newsroom announced that Instagram had begun asking people who had not supplied their birthday to provide it, helping apply teen-targeting restrictions to more users9.
- 2023
January
Meta’s Newsroom announced that beginning in February 2023, teen advertising would use only age and location, excluding gender and engagement within its apps4.
Eligible audiences and actual ad delivery
Meta research and patents. These may not describe how Instagram works today.
Meta’s research distinguishes ad targeting from actual delivery: its paper describes a system that selects ads for only part of the eligible audience when opportunities arise to show them on Facebook or Instagram2. Meta’s research compares the demographic makeup of that eligible audience with the makeup of the people who actually receive ad impressions, meaning instances of an ad being shown2. Meta’s research proposes adjusting which ads are selected to bring those demographic patterns closer together, aiming to reduce unintended differences in delivery across protected groups while preserving individual privacy2.
